2023 Maintenance Fee FAQ

Why is this project happening?

As you know, Seapointe Resort is right by the ocean… 180 yards to be exact, in a tough natural beachfront environment. That same salt air we find so relaxing simply takes a toll, and over 27 years, it has accelerated the aging of our resort.

Recently a new law took effect in California. The law is called the “Balcony Inspection Law” and was in response to a tragic accident that resulted in six fatalities from a collapsed balcony on a wood-frame coastal building like ours. The law requires inspections and repairs of residential condominiums with balconies and elevated areas such as walkways and stairs. The first inspections must be completed by January 1, 2025.

Your Board hired a structural engineer to conduct waterproofing investigations and analysis. The engineer identified water intrusion, causing dry rot to some structural and non-structural areas. We prioritized four balconies and rebuilt them with updated more resilient materials. These findings were utilized to determine the scope of work needed for the entire resort.

With the natural aging of Seapointe Resort in a harsh coastal environment, the requirements under the Balcony Inspection Law and the significant advancement in construction materials, now is a great opportunity to make some exciting renovations and enhance your beautiful resort. Accordingly, the Board of Directors has approved a construction and renovation plan.

How long will the project take?

The exterior renovation project is a major undertaking. We have scheduled the project in multiple phases. Phase 1 of the project is the Clubhouse exterior improvements. This phase started on January 9, 2023 and was completed on March 10, 2023. Phase 2 starts with Building 1 which is 18 units. Phase 2 started on March 12, 2023 and expected to be completed by mid-June of 2023. No work is scheduled during the summer of 2023. Phase 2 work will continue in October and complete in December 2023. Phase 3 work will continue in January 2024. The overall project will continue through 2024.

Why do we need to have an additional reserve contribution?

The current scope of work is not typically funded in the reserve account as it relates to major structural portions of the buildings. Also with the incorporation of the new California law SB326, we could not have forecasted this type of work to be completed in the short window provided.

Will our maintenance fees increase?

The operations portion of your Maintenance Fees will increase slightly as the national Consumer Price Index increases year over year with inflation. The reserve contribution may also increase over time as part of the normal budget process in an effort to properly fund the required renovations.

Will we continue to fund the Reserves?

Yes it is important for funding of reserves to remain a priority throughout the project to maintain the units and resort quality. The reserve portion of your maintenance fees includes the major renovation project as well as continued funding for future projects.

Will the construction affect my vacation?

While management will strive to minimize the impact to Owners on vacation by segmenting off the construction work, there will be times, which require construction, and noise related activity through the renovation. The owner’s community website seapointe.grandpacificresorts.com has a link to the Grand Seas of Change, which will provide specific details, and areas of construction. As we get closer to each phase of the project, more details of what will be occurring during the weeks will be included. Updates will be made on the owner’s community website frequently. Please reference the site often as information that may affect your stay could change. You are also welcome to contact the Resort for additional information

Can we see what the final product will look like?

Yes! Architectural renderings will be available on the Owners Community website: Seapointe.grandpacificresorts.com. You may also view the storyboard wall at the property located across from the fitness center.

How much will the project Cost and how will the Association pay for it?

The total cost is dependent upon the final scope of the project. A portion of the project has already been invested into the planning, design and funded from your current reserve account. To fund the initial phases of this project, the Board approved a revision to the 2023 Assessments and an Additional Assessment. Going forward, the Board anticipates being able to fund the project through the normal annual budgeting process.

I don’t understand my bill?

The first line of the bill may include a balance carry forward (if applicable). This would be any balance due on the account related to past maintenance fees due and/or late charges. This is the amount you owed prior to any additional assessment.

The new assessment is included in the next two line items on your bill. The weighted average across all unit types to the new reserve contribution is $339. Based on your unit type, your new additional assessment is __________. This amount is broken out on your bill in two line items, one labeled “2023 Revised Budget Reserve Contribution” (an update to the amount set in reserves for 2023 budget) and the second line item labeled “Reserve Assessment”.

Further, if you pay your 2023 Ownership Fees in full by the due date you receive $1,000 in GPX Perks to apply to cruises, gift cards, hotels and other travel options. Your GPX membership is complimentary and your $1,000 in savings credits is automatically applied.

Why wasn’t the Revised Reserve Assessment applied at the beginning of the year to give us more time to pay instead of the middle of the year?

When the 2023 budget was created in August of 2022, the scope of the renovation work was being evaluated. Once the construction scope was defined, after the 2023 budget was approved, the Board began evaluating various options to minimize a Revised Reserve Assessment. The Board decided only recently on a finance plan which includes a loan and an assessment.

Why was the total Revised Reserve Assessment split into two different charges?

The charge is broken out on the billing, but should be thought of as one total revised assessment with a weighted average of $339. The portion labeled “2023 Revised Budget Reserve Contribution” is an adjustment to the previously approved 2023 budget to fund reserves at a higher level. The portion labeled “Reserve Assessment” is an additional amount assessed based on project funding needs.

I have owned one interval for a while, and recently purchased another interval…why did I receive a Revised Reserve Assessment for only one of my intervals, but not for the other one?

If you purchased an interval in 2020 or later, you have not owned that particular interval for a long enough period to warrant the Revised Reserve Assessment.

I’m a Biennial Owner, how am I being billed for this work?

Biennial Owners are billed for half of the total Revised Reserve Assessment.

If I have not paid the full amount by the due date of 6/15/2023 and I have a reservation at Seapointe, will I still be able to check in?
